You’ve heard of Presidential signing statements.

Here is a sample of an Oregon Governor’s non-signing statement, which you can also link to from the Governor’s website on Legislative Actions: see Legislative Approval Without Signature

As you know, bills can become law without the Governor’s signature, if the bill is not signed within 30 days of it being placed on his desk, so to speak, at the end of a legislative session.
