The American Association of Law Libraries (AALL) awarded their 2017 Public Access to Government Information (PAGI) Award to Laura Orr, the former Washington County Law Librarian (2002-2015).

We have been informed that that the 1995 and 1997 ORS are appearing online at the Oregon Legislature’s website. Our partners in this have been Legislative Counsel, so please thank them for this effort.

In time, pre-1953 Oregon laws, codes, and statutes and 1953 to the present ORS will appear online. (Although not yet UELMA-compliant. Only a few states are managing that miracle.)

The Oregon Legislature (via Legislative Counsel) has now posted all the superseded ORS volumes we scanned (1953-93). They already have 1999-2011 ORS.

Note: It’s not very easy to find the 1953-93 archives because you have to click on some very tiny print on a different screen in order to get there. Here are my instructions from a September 2014 Gutbuster blog post: Superseded ORS on the Oregon Legislature’s Website: 1953-1981:

The Oregon Legislature now has 1953-1981 ORS on their website. Stay tuned for more superseded ORS to be added to the online collection.

Legislative Counsel have created an ORS Archives website where they will be posting the 1953-1997 ORS.  Currently the 1953-1957 statutes have been posted to the website:

Oregon Revised Statutes (ORS): 1953-1997 Archives

Remaining statutes will be posted as time allows and the Constitutions, Indexes, Prefaces, etc. will be added after all of the statutes have all been posted.

The superseded ORSs are starting to reappear at the Legislature’s website:

Superseded ORSs, formerly on the Oregon Legislature’s old website, along with audio recordings, minutes, and exhibits, are missing in action only temporarily while the Legislature’s website upgrade is in progress.

We have been reassured by Legislative Counsel that the superseded ORSs will be on the new website shortly. (New websites take time, lots of time to pull themselves together, even after launch.)

The new Oregon Legislature’s website goes live Oct 1, 2013. This is great news for legislative and legal researchers (and government wonks, too).

1) Superseded ORS, 1953 – present: Legislative Counsel been posting their superseded digital ORS files and soon all the superseded ORS images scanned by the Washington County Law Library, 1953-1993, will be added to the Legislature’s database. (Now you can find those superseded statutes from the Bills/Laws pages of the Legislature’s website, but we’re not sure where they’ll reside in the update. Maybe the same place or not. Either way, research is a grand adventure!)

2) Click on the Legislature’s New Website Going Live October 1st link for a list of many more updates.

Currently you can find PDFs of the 1955-1967 and 1995-2009 ORS at the Oregon Legislature’s website. Soon, the 1969-1993 superseded ORSs will be there, too. (Look under: “Selected Archives of the Oregon Revised Statutes.”)

The Washington County Law Library has been scanning these pre-1995 ORSs for the Legislature and they have been making those images available to everyone from their website. We have scanned through 1989  (and started 1991), but for a publicly-hosted set of these superseded statutes for the years 1967-1993, you need to be patient.

We have been told that the Legislature is in the middle of a website redesign project and won’t be able to publish the 1967-1993 superseded ORSs until October. (We wish them luck and lots of pizza for sustenance! A redesign is lots of work, lots of fun work (at least for librarians, website designers, and content strategists), but it is a mega-ton of work from start to finish, especially on the scale of a state legislature’s website).

Thanks to Oregon Legislative Counsel (and the Oregon Supreme Court and the State of Oregon Law Library) and the Washington County Law Library staff (read about this project in previous Gutbuster blog posts), the superseded ORS editions are appearing online.

Currently, 1953-1967 are at the Oregon Legislature’s website under “Selected Archives of the Oregon Revised Statutes” at the Bills/Laws website.

Very soon you’ll see the 1995 to the present and by the end of the year you’ll see 1969-1993. (That component of the scanning project is also being done by the Washington County Law Library staff as time and money permit. The current goal is to complete the scanning by June 2012, but it is possible that deadline may not be met.  But the law library will send the data as it is completed to Legislative Counsel so keep your eyes posted to the Legislature’s website.)
